We’re proud to announce that Post Scriptum has been officially acquired by Offworld Industries. We will also be collaborating with Mercury Arts to bring you new content and updates to the game. Link to the official press release coming soon.

Yeah they can be used but needs approval, the last I remember PS didn't manage to get the approval from USK to allow them to use them so they started with a country locked version for Germany, but I can't remember if they ever got the approval or actually differentiated between the versions.

afaik, they never got the approval to implement the swatikas, hence why there are different versions of the game

Afaik and remember there aren't different versions of the game...after not getting the approval they just keep the game the same for all regions...hence no nazi symbols at all in game, even the German soldiers belt buckles are blurred out.
